On Friday, 13th February 2026, the Gomoa East District Assembly received a working visit from the Office of the Head of Local Government Service (OHLGS). The delegation, led by Professor Lord Kwaku Mensah, Head of the Local Government Service, and accompanied by Chief Director Mrs. Felicia Dapaah Agyeman-Boakye, engaged management and staff to assess operations and outline strategic measures to strengthen local governance and service delivery.
In his address, Professor Mensah shared his vision for reforming and improving the Local Government Service. He emphasized data-driven decision-making to ensure that policies, planning, and resource allocation are guided by accurate and timely information. He also stressed professionalism, ethical conduct, discipline, and mutual respect in the workplace. The promotion of Public–Private Partnerships (PPPs) was highlighted as a strategy to mobilize additional resources and expertise for development initiatives. Additionally, he underscored the importance of physical decentralization to bring services closer to communities and improve accessibility and responsiveness.
The Head of Service made key observations regarding administrative and operational practices. He called for strict compliance with attendance monitoring procedures, particularly the consistent use of the biometric clock-in system, to enhance punctuality and accountability. He stressed adherence to proper reporting lines to strengthen communication, supervision, and coordination. Continuous staff training and capacity building were encouraged to improve performance and service delivery. He also reminded staff to respect institutional authority, observe official posting directives, and maintain organizational discipline. To support staff welfare, he recommended establishing a crèche facility for nursing mothers.
Several new initiatives were introduced during the visit. These included the implementation of an anti-sexual harassment and abuse policy to ensure a safe and inclusive work environment. An e-learning platform was also launched, requiring staff to complete a minimum of 40 hours of annual training, with emphasis on AI-generated learning content to promote continuous professional development. Furthermore, interdepartmental collaboration was encouraged to enhance teamwork and shared responsibility. The importance of providing adequate logistics and working tools was also highlighted to improve efficiency and productivity.
Overall, the visit provided clear strategic direction, identified areas for improvement, and introduced practical initiatives aimed at enhancing governance, staff development, and service delivery at the Gomoa East District Assembly. Management and staff were urged to embrace the recommendations and work collectively toward achieving excellence in local government administration.
